Memo to the City Council/CU99-37 <br />January 18, 2000 <br />Page 4 <br /> <br />City staff recommends that any additional fencing should be considered at <br />the time the last remaining undeveloped Hillside Crossing parcel, Lot 2, <br />Block 2, is developed. <br /> <br />Additional concerns included, having the building colors be earth tone rather <br />than gray, and concerns about noise and brightness of lights. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend that the City Council <br />approve of the Conditional Use Permit to construct a Valvoline Instant Oil <br />Change with the following conditions: <br /> <br />THAT THE MUGHO PINES BE MAINTAINED AT A HEIGHT OF 4-6 FEET <br />TO SCREEN HEADLIGHT GLARE FROM EVANS STREET. <br /> <br />THAT THE PARKING STALLS, HANDICAP STALLS AND STACKING <br />LANES BE STRIPED AS REQUIRED BY CITY ORDINANCE. <br /> <br />3. THAT THE SITE BE ILLUMINATED AS REQUIRED BY CITY ORDINANCE. <br /> <br />THAT ANY SIGNS CONFORM TO THE HILLSIDE CROSSING PUD <br />AGREEMENT AND ATHAT A SIGN PERMIT BE OBTAINED PRIOR TO <br />INSTALLATION OF ANY SIGNS. <br /> <br />THAT ALL COMMENTS OF THE CITY ENGINEER BE ADRESSED. <br /> <br />THAT A CONDITIONAL USE PERMIT BE APPLIED FOR IF THE USE OF <br />THE PROPERTY CHANGES FROM THE INSTANT OIL CHANGE TO A FULL <br />SERVICE AUTOMOTIVE REPAIR OPERATION. <br /> <br />THAT THE BUILDING BE CONSTRUCTED WITH BROWN TONE BLOCK <br />COMPATABLE WITH THE NORTHBOUND LIQUOR. <br /> <br />\\elkriver\sys\shrdoc\planning\stevewen\ccmmo\cu9937.doc <br /> <br /> <br />
