Councilmember Dietz noted that he would review the monitoring charges <br />with Elk River Utilities. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE THE PURCHASE AND <br />INSTALLATION OF A CELLULAR PHONE ALARM SYSTEM AT AN INITIAL COST OF $32,000 <br />PLUS AN ADDITIONAL $240 PER MONTH MONITORING CHARGE FOR THE CITY'S LIFT <br />STATION SYSTEM. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Consider Fee Schedule <br /> <br />City Clerk Sandra Peine noted that the city reviews its fees for services on a yearly <br />basis to ensure that fees charged reflect services rendered. The City Clerk briefly <br />reviewed the proposed fee changes. She noted that the Park and Recreation <br />Commission has requested the council to consider increasing its residential park <br />dedication fees from $1,300 to $1,400. The City Administrator distributed a memo <br />from Planner Steve Wensman that included a park dedication fee survey. <br />Councilmember Thompson noted that he would have liked the survey to reflect <br />some non-metropolitan cities similar to the city of Elk River. He further noted that he <br />would be voting in favor of the increase, however, he would like to see the Park <br />and Recreation Commission work toward developing existing parks and <br />developing a regional park system. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 00-05 SETTING THE <br />2000 FEE SCHEDULE. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Discuss Janitor/Custodian Position <br /> <br />The City Administrator reviewed the staff report on this issue. He noted there are <br />funds allocated in the 2000 budget for a half time building maintenance position. <br />He explained that after reviewing the situation with Building Maintenance Worker <br />Sue Herrboldt, he is requesting the council to consider turning the half time position <br />into a full time position, <br /> <br />Discussion was held by the council regarding the current cleaning responsibilities <br />and the possibility of combining the Police Station cleaning with the City Hall and <br />other city facilities cleaning. It was suggested that the person currently cleaning <br />the police department be hired full time. The City Administrator noted that this has <br />been discussed and is not being recommended. He explained that this approach <br />does not provide enough hours for Sue to begin working on building maintenance <br />issues and the person currently cleaning the police department does not have a <br />driver's license. He further stated that a requirement of the person who will be hired <br />for the job would be to have a valid driver's license, due to the many locations of <br />the facilities to be cleaned. <br /> <br />Mayor Klinzing suggested the possibility of hiring the existing police department <br />contracted worker as a full time custodian whose responsibility would be to clean <br />the entire City Hall and Police Station, and also hire a half time person to assist with <br />cleaning of the other buildings. <br /> <br /> <br />
