Councilmember Motin abstained. <br /> <br />Consider Resolution Awardin.q East Elk River Street and Storm Sewer Bids <br /> <br />COUNClLMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 00-03 ACCEPTING BID <br />AND AUTHORIZING EXECUTION OF CONTRACT IN THE MA~ER OF THE EAST ELK RIVER <br />PHASE I TYLER STREET AND STORM SEWER IMPROVEMENT OF 2000. COUNCILMEMBER <br />MOTIN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Resolution Requestin.q an Advance in MSA Fundin.q <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 00-04 REQUESTING <br />ADVANCE MUNICIPAL STATE AID FUNDING. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Joint Powers A.qreement Between Guardian An,qels and the City of Elk <br />River for the Evans Park Project <br /> <br />City Administrator Pat Klaers stated that Guardian Angels has requested the city to <br />participate in the issuance of revenue bonds for the Evans Park project, which <br />consists of construction of approximately 20 units of rental senior housing located <br />adjacent to the assisted living facility at Joplin Street and Highway 10. The City <br />Administrator indicated that this proposal will not affect the city financially and <br />stated that Guardian Angels has agreed to reimburse the city for any costs <br />associated with the project. <br /> <br />Carol Mills, representing Guardian Angels, gave a brief presentation on the <br />proposal. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-06 GIVING <br />PRELIMINARY APPROVAL TO AND CALLING A PUBLIC HEARING ON A PROPOSED <br />HOUSING PROGRAM AND HOUSING FACILITIES PROJECT AND THE PROPOSED <br />ISSUANCE OF REVENUE BONDS THEREFOR BY THE CITY OF ELK RIVER, MINNESOTA, <br />PURSUANT TO A JOINT POWERS AGREEMENT TO BE ENTERED INTO IN CONNECTION <br />THEREWITH. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Consider Wastewater Treatment Plant Lift Station Alarm Proposal <br /> <br />City Engineer Terry Maurer noted that several quotes have been received from <br />suppliers for the purchase of an alarm system for the city lift station system. He <br />noted that Elk River Municipal Utilities has proposed a system that would fit our <br />needs for $32,000 plus $240 per month for monitoring. Terry Maurer stated that this <br />cost was far below any of the other quotes he received. Terry Maurer <br />recommended that the council authorize Municipal Utilities to install and maintain <br />the alarm system at a cost of $32,000 plus $240 per month. <br /> <br /> <br />
