y of ' , <br /> it r <br /> lk TO: PHIL HALS & PARK & RECREATION <br /> River COMMISSION <br /> FROM: STEVE ROHLF, B&Z ADMINISTRATOR <br /> DATE: MARCH 11 , 1992 512 <br /> SUBJECT: PARKS AND TRAILS IN THE PROPOSED <br /> PLAT OF HILLSIDE ESTATES <br /> Mr. Rick Foster of Oxbow Properties is in control of 53 acres <br /> of property, which he intends to develop. There is a map <br /> included with this memo showing the position of the 53 acres <br /> within the City limits . <br /> Also included with this memo is a proposed preliminary plat <br /> showing the layout of the lots within the 53 acres . On that <br /> preliminary plat , Mr. Foster is proposing to develop blocks 3 <br /> and 4 now, and blocks 1 , 2, 5 , 6, 7 and 8 sometime in the <br /> future. Blocks 1 and 2 are proposed by Mr. Foster to be <br /> commercial sites . That property is not currently zoned <br /> commercial . <br /> The next map included with this memo is a sketch plan for the <br /> III development of the remaining vacant property east of Highway <br /> 169 , north of Deerfield 3rd Addition and south of Deerfield 2nd <br /> Addition. Mr. Foster did this sketch plan to show that his <br /> development now will fit in with future development . This <br /> overall sketch plan is what staff recommends you review when <br /> deciding on a recommendation for parks and trails in this area. <br /> Referring you to the comprehensive park system map, there is a <br /> proposed east/west trail and a north/south trail identified on <br /> the property shown on the sketch plan. There is also a future <br /> neighborhood park identified in this area. The following are <br /> issues that staff feels the Park & Rec. Commission should <br /> comment on: <br /> EAST/WEST TRAIL <br /> 193rd Lane proposed on the preliminary plat is being <br /> recommended by staff to be a semi-collector street . This road is not proposed to be as wide as a typical collector street <br /> because of concerns with hills and eliminating trees . However, <br /> it would be wider than a normal residential street . This road <br /> will run from Highway 169 on the west to Tyler Street on the <br /> east in the future. Staff feels this is the most logical <br /> location for the east/west trail . <br /> The developer is proposing to include as part of this roadway <br /> • an 8 ' to 10 ' wide bike lane. You should discuss whether this <br /> bike lane is sufficient or if a sidewalk should also be <br /> included along this roadway.
