I personally feel that the trail system should go to <br /> Highway 169 in this location giving pedestrians and bicyclist a <br /> signalized crossing of the highway. <br /> NORTH/SOUTH TRAIL <br /> The developer is proposing that the north/south trail be <br /> located along the powerline easement identified on both the <br /> preliminary plat and the overall concept map. Staff agrees <br /> with this alignment, which would bring this trail approximately <br /> opposite the access into the City park in Deerfield 2nd <br /> Addition. This alignment also avoids the additional removal of <br /> trees to accomplish the trail, since the powerline has already <br /> made a gap through the woods . <br /> Staff also recommends that this trail terminate on the south <br /> end at 193rd Avenue, where it would pick up the east/west <br /> trail . Going further south past 193rd Avenue you run into a <br /> swamp. Still further south, past the southern boundary of the <br /> proposed plat, you would run into ownership problems . A <br /> north/south access from Deerfield 3rd Addition could possibly <br /> be a sidewalk along the proposed Carson Street . Staff <br /> recommends that the north/south trail is improved. I <br /> • personally feel that it should be a bituminous bike path, the <br /> first leg of which should be improved when the 2nd phase of the <br /> residential portion of Mr. Foster' s plat is developed. <br /> FUTURE NEIGHBORHOOD PARK <br /> On the overall sketch plan you will note the developer' s <br /> proposed location for the future neighborhood park. The <br /> developer is in negotiation with the owner of this property to <br /> purchase it. He does not, however, have control of the <br /> property at this time. You will have to decide whether or not <br /> to recommend this future neighborhood park be in either the <br /> first two residential phases or if it waits until future <br /> development allows for the park to be located as proposed by <br /> the developer. The proposed future park has a small pond on it <br /> that could be used for ice skating and has a hill that could <br /> possibly be used for a sliding area. This future park is also <br /> the proposed location of a future watertower and has a <br /> powerline running through it . A trail connection is proposed <br /> to be provided from the north/south trail to this proposed park <br /> area. <br /> Staff recommends that we collect park dedication fees for the <br /> first two phases of development and wait for a future <br /> development to locate the neighborhood park. <br /> • If possible, I would like the Park & Recreation Commission ' s <br /> comments the week of the 13th of April so that they can be <br /> added to the Council ' s preliminary plat review of this request <br /> on April 20 , 1992 .
