410 The proposed park has 60 feet of road frontage on Auburn and is adjacent to <br /> the 240-foot wide Great River Energy (GRE) powerline easement. Within <br /> the proposed park, crossing perpendicularly to the GRE powerline, is a 60- <br /> foot wide power easement. An additional easement will be needed across the <br /> proposed park in order to loop the water mains. Hillside Estates 5th Addition <br /> Park is located across Auburn Street. The existing and proposed parks, as <br /> proposed, would be linked by a trail that follows the powerline corridor. The <br /> proposed park site includes the only relatively flat and treeless area in the <br /> proposed subdivision. Although the site is mostly flat, the northwest portion <br /> of the proposed park and the powerline corridor slopes towards a wetland. <br /> This area would make a good sliding hill. As proposed there is little road <br /> frontage, however with the addition of Lot 1, Block 5, the road frontage on <br /> Auburn would be 140 feet adjacent to the 240-foot wide powerline corridor. <br /> Wetland <br /> In the northwest corner of the proposed park there is a small wetland, about <br /> 1/4 acre in size that the developer intends to use for storm water detention. <br /> The park dedication ordinance stipulates that the City will not accept <br /> wetland as dedicated park. <br /> Park Size <br /> From a 62.74-acre development, the City can require up to 6.27 acres of land <br /> for park dedication. The developer has redesigned the park concept <br /> increasing the size from 2.21 acres to 3.64 acres, but has not removed one of <br /> two proposed lots, Lot 1, Block 5, as requested by the Commission and staff. <br /> At the February Park and Recreation meeting, the Commission stated that <br /> they still wanted a 5 acre park as originally requested, however would be <br /> willing to accept the 2.21 acre park if the two new lots on Auburn Street were <br /> incorporated into the park. With Lot 1, Block 5 incorporated into the park, <br /> the park would be 3.92 acres in size with the remainder of the required <br /> dedication to be paid in cash. <br /> Park Amenities <br /> As proposed, the park will include a play structure, tennis court and a <br /> basketball court. The play structure is similar in size to the Country <br /> Crossings Third Addition Park. <br /> Trails <br /> As proposed, a trail would link the amenities to Auburn Street and to the <br /> • proposed 195th Circle (cul-de-sac) to the west.
