• Commission had envisioned a trail corridor following the powerline corridor <br /> connecting Hillside Estates 5th Addition Park to 197th Avenue. When <br /> studying the concept plans with the developer, staff conceded that the area <br /> north of 196th Lane contained difficult terrain and that a paved trail in that <br /> area would be most difficult to construct. At that time, Staff requested that <br /> the paved trail be extend up the powerline corridor to the proposed 196th <br /> Lane, and from there a sidewalk would be constructed to carry pedestrians <br /> west to the commercial area on Highway 169 (see attached trail and sidewalk <br /> plan). <br /> After further analysis of the trail corridor, staff believes a paved trail can <br /> feasibly be extended to the proposed 196th Lane without exceeding an 8% <br /> trail grade and 3:1 side slopes. Staff believes constructing a paved trail <br /> northwest of 196th Lane would require excessive filling and grading. A wood <br /> chip trail would be more appropriate in this area that extends to the <br /> northwest corner of the plat. <br /> Sidewalks <br /> Upon inspection of the overall development site, staff found several well-worn <br /> trails through the woods that connect the existing residential areas to the <br /> commercial areas on Highway 169. Staff is recommending that sidewalks be <br /> 411/ constructed along the two main east-west roads and that a connection <br /> between Coburns and Goodwill/Sherwin Williams be constructed when phase <br /> II of Goodwill/Sherwin Williams is constructed. <br /> Hillside 5th Addition Park <br /> If the Commission accepts this park concept, the Hillside 5th Addition Park <br /> concept will need to be revised. Many of the amenities being proposed are <br /> redundant with those proposed for the 5th Addition Park. <br /> Recommendation <br /> Staff recommends that the Park and Recreation Commission recommend that <br /> the Planning Commission and City Council accept the proposed park with the <br /> following conditions: <br /> 1. THAT LOT 1,BLOCK 5,BE INCORPORATED INTO THE PARK. <br /> 2. THAT A PAVED TRAIL BE CONSTRUCTED IN THE POWERLINE <br /> CORRIDOR AS FAR AS 196TH LANE THAT HAS A MAXIMUM GRADE OF 8% <br /> AND SIDE SLOPES NO GREATER THAN 3:1. <br /> • 3. THAT SIDEWALKS BE INCORPORATED INTO THE PLAT TO CONNECT <br /> THE PARK AND TRAILS TO THE COMMERCIAL DISTRICT TO THE WEST. <br />
