Elk Elk River comprehensive Plan <br />R1Ver <br />Implementation <br />The following are statements that reflect strategies that are geared toward community image. <br />Work with neighboring and overlapping <br />jurisdictions to guide appropriate land uses near the <br />boundaries of Elk River (both within the City and <br />within the surrounding communities). <br />Where feasible, coordinate with neighboring <br />communities and Sherburne County to ensure <br />compatibility between the various Comprehensive <br />Plans, Subdivision Regulations, and Zoning <br />Ordinances. <br />Explore opportunities to coordinate with agencies <br />to implement compatible standards relating to <br />protection of natural and cultural resources. <br />Promote the protection and enhancement of <br />important historical and natural resources as a <br />means to maintain the integrity, heritage and local <br />character of the community. <br />Continue implementation of the Mississippi <br />Connections Plan and streetscaping enhancements <br />throughout the entire city, in the downtown area in <br />particular. <br />Continue the implementation of the Community <br />Brand Compass and Brand Navigator to establish <br />and enhance the cohesive image for the entire <br />community. <br />Continue to support adaptive reuse of existing <br />buildings where appropriate. <br />Promote the development and implementation <br />of a Comprehensive Plan that effectively and <br />efficiently plans for land use, community facilities, <br />transportation, housing, economic development, <br />recreation and natural spaces and technological <br />advancement for Elk River. <br />Continue to support organizations that promote <br />Elk River including the Elk River Area Chamber of <br />Commerce. <br />Create and maintain attractive gateways and entry <br />points in the City. A key component of this will <br />be to develop a plan to keep the City's gateways <br />appealing by maintaining and enhancing lighting, <br />signage, public art, landscaping and other features <br />at the City entrances. <br />Where appropriate, support and assist efforts <br />to improve the appearance of commercial and <br />industrial developments along major corridors <br />within the City including along Hwy 169, Hwy <br />10, within the downtown, and at key entry points <br />and industrial parks though the use of building <br />rehabilitation, screening and enhanced landscaping <br />and signage. <br />Continue to work with properties that detract <br />from the established community image goals by <br />requiring compliance with all city codes through <br />effective enforcement strategies. <br />Continue to promote private reinvestment in Elk <br />River. One way to accomplish this task is to <br />provide assistance and information with regard <br />to available programs that may assist property <br />and business owners in building renovations, <br />expansion, enhancement and beautification. <br />Consider developing a plan or implementation tool <br />that offers incentives for infill development and <br />removal of substandard buildings or consolidation <br />of land where feasible. <br />Encourage volunteerism and participation in <br />community activities and acceptance of City <br />leadership positions. Ideally this will lead to <br />increased and improved communication and <br />interaction between City and residents, business and <br />property owners, and other community members. <br />Chapter 13: Community Image / 135 <br />
