Regional Transportation <br />A. Desired long-term outcome: To get upgrades to Highway 10 and to promote <br />construction of a river crossing and connection of 1-94 to Highway 10. <br /> <br />2002-2003 <br /> 1) Objective: To improve and develop the city's connection to regional <br /> transportation systems. <br /> 2) Key action Steps <br /> a. Promote construction of the river crossing "option D" from Highway <br /> 10 to 1-94. <br /> b. Establish a city trail system and provide for linkages to other areas. <br /> c. Establish Xcel buffer property trail system. <br /> d. Work with MnDOT to achieve Highway 10 improvements identified <br /> by Local Access Task Force. <br /> e. Plan for and design concept for the 2nd Avenue "backage" road in the <br /> commercial area. <br /> f. Request of MnDOT to consider a means for deicing or heating the 1-94 <br /> to Highway 10 bridge in their EIS. <br /> g. Construct railroad spur(s) to enhance shipping opportunities to local <br /> and perspective industries. <br /> 3) Budgetary Requirements/Implications <br /> a. Staff Time <br /> b. Budget for trail system construction <br /> c. Seek grant funding <br /> d. Seek County funds for trail construction/development <br /> e.
