In Anoka County, regular, fixed route service is provided by Metro Transit,
North Suburban Lines and Anoka County Transit. The Anoka County Traveler also provides
dial-a-ride service, and Columbia Heights has a Shared Ride Program. The St. Cloud MTC
provides public transportation services in the cities of St. Cloud, Sauk Rapids and Waite Park.
Currently, the MTC's program of services includes fixed-route, Specialized Service, subscription
and rideshare services. In the center of the corridor, the RiverRider provides daily bus and
volunteer driver transit services in Sherburne and Wright Counties, including limited community-
based services. Tri-CAP provides daily bus and volunteer driver transit services in Benton and
Stearns Counties, including limited schedules from St. Cloud to Foley and three day a week
community bus service in Sauk Centre.

S.6 PLANNING CONTEXT

Transportation planning for the Northstar Corridor involves two Metropolitan Planning
Organizations (MPO), four counties, three regional railroad authorities, 14 cities, four townships,
two primary transit operators and Mn/DOT. To ensure consistency of plans, transportation plans
were reviewed from the counties and cities within the corridor as well as Mn/DOT's Metro
Division Transportation System Plan (TSP) and information from Mn/DOT District 3. All of the
plans recognize the increase in travel demand, in general, and the limited resources available to
address the transportation needs in the region. Managing the roadway system and providing
travel choices to develop a multimodal transportation system is a continuing theme in these plans.
Relevant goals and objectives relating to public transit and transportation were included in the
analysis.

The Metropolitan Council's 2020 Regional Transportation Plan takes an intermodal approach to
addressing the needs of the region and stresses the importance of, and new direction for, Regional
Transit indicating that:

· Transit is essential in accommodating future development and growth, developing higher
density and revitalizing the core area of the region.
· Transit will also play an important role in helping alleviate growing traffic congestion and
providing better accessibility to jobs.

Northstar Corridor Major Investment Study
Section 1 - Summary
10-28-98

S-5
