THE MOTION CARRIED 5-0. <br /> <br />Request for Contribution for 1999 Herita.qe Festival <br /> <br />COUNCILMEMBER THOMPSON MOVED TO OFFER ASSISTANCE TO THE HERITAGE <br />FESTIVAL COMMITTEE FOR THE 1999 HERITAGE FESTIVAL BY PAYING FOR POSTAGE <br />AND GARBAGE PICK UP. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />Request to For.qive Interest on Assessments <br /> <br />Assistant City Administrator Lori Johnson stated that Mr. Joe Bickman has <br />requested the city to forgive interest which has accrued on his assessments which <br />were deferred under the Green Acres provision of Minnesota property tax laws. <br />Lori Johnson explained that assessments on Green Acres parcels are deferred <br />automatically by the county when the property owner applies for Green Acres <br />status. She further indicated that if a parcel is already Green Acres deferred, the <br />assessments are automatically deferred when certified to the county. She stated <br />that property owners often do not realize that there is an outstanding assessment <br />accruing interest on their property. Lori Johnson indicated that several years ago <br />the city requested that a sentence be added to the Green Acres card stating <br />that assessments are automatically deferred unless the property owner requests <br />otherwise. She indicated that Sherbume County opted not to add this notice to <br />the Green Acre cards. Lori Johnson indicated that although Chapter 429 does <br />allow for the deferral or forgiveness of interest on assessments, the Green Acres <br />statute does not contain such a provision. Therefore, the city has no authority to <br />forgive interest on any assessments deferred under the Green Acres statute. <br /> <br />Mr. Joe Bickman was present and requested the Council to forgive the interest on <br />his assessments. Mayor Duitsman indicated that he understands Mr. Bickman's <br />situation, however the city does not have the authority to forgive interest on <br />assessments deferred under the Green Acres statute. <br /> <br />171~t/Hi.qhway 10 Signal Update <br /> <br />Terry Maurer indicated that the documents needed from MnDOT to bid this <br />project will not be received until January and the project would likely not be bid <br />until February 1999. Terry Maurer indicated that MnDOT will pay 60 percent of the <br />improvements including the signal and driveway closure at Houles and the <br />installation of the concrete median along 171,t Avenue. <br /> <br /> <br />
