Elk River City Council Minutes <br />October 12, 1998 <br /> <br />Page 2 <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-111 CANCELING THE <br />VICTORIA LANE OVERLAY ASSESSMENTS FOR THE 1998 IMPROVEMENT PROJECT. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.2. Review Heritaqe Preservation Commission Request <br /> <br />Building and Zoning Administrator Steve Rohlf explained that a group of citizens <br />interested in the heritage of Elk River are requesting the City Council to consider <br />the establishment of a Heritage Preservation Committee for the City of Elk River. <br />Steve Rohlf requested the Council to authorize staff time for the research of <br />potentially establishing a Heritage Preservation Commission. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE STAFF TO RESEARCH THE <br />ESTABLISHMENT OF A HERITAGE PRESERVATION COMMITTEE. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3. Request by Irwin and Mar.claret Olson for Waiver to Fees <br /> <br />City Administrator Pat Klaers indicated that the Olsons have been approved for <br />an administrative subdivision. He stated that the approval was contingent upon <br />the Olsons paying the current park dedication fee of $650 and storm water <br />management fee of $61.80. <br /> <br />Irwin Olson requested the Council to waive the park dedication and storm water <br />management fee for the newly created lot. <br /> <br />COUNCILMEMBER DIETZ MOVED TO DENY THE REQUEST TO WAIVE THE FEES. MAYOR <br />DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 4-1. Councilmember <br />Farber opposed. <br /> <br />4.4. Ordinance Establishin.cl Fire Prevention Bureau <br /> <br />Fire Chief Bruce West requested the Council to consider an ordinance <br />establishing a Fire Prevention Bureau. The ordinance would address the issue of <br />inspections and the use of the current uniform fire code as adopted by the State <br />of Minnesota. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT ORDINANCE 98-20 AMENDING <br />SECTION 1000, STATE BUILDING CODE, AND ESTABLISHING A NEW SECTION 207, FIRE <br />PREVENTION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4.5. Consider Purchase Aqreement between John Lenz and the City of Elk River <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-112 EXECUTING THE <br />PURCHASE AGREEMENT AND AUTHORIZING THE SALE OF LAND BETWEEN JOHN LENZ <br />AND THE CITY OF ELK RIVER FOR LOT 1, BLOCK 1, PARKVIEW ADDITION. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
