Steve indicated that this request meets the state statute requirements for <br />use of these funds. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE USE OF <br />LANDFILL ABATEMENT FUNDS IN AN AMOUNT NOT TO EXCEED <br />$$0,000 FOR THE LANDFILL GAS GENERATION PROJECT. <br />COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />Highway 169/101 Corridor Management Plan Presentation <br /> <br />Kurt Eastland from MmDOT revie~ved the TH 101-TH 169 Corridor Management Plan. <br />The proposed plan covers an area from 1-94 in Rogers to TH 18 in Garrison. <br /> <br />The following concerns were raised by those in attendance (35 citizens were present): <br /> <br />· How ~vould the increase of noise be addressed? <br />· Affect on Environment - Oak trees <br />· Encroachment of roadway (~videning) <br />· Affect on Main Street/169 businesses and e:dsting homes <br />· Impact on the schools <br />· Impact on Elk Park Center <br /> <br />Highway 10 Corridor Management Plan Presentation <br /> <br />Terry Humbert from MnDOT introduced the Trunk Highway 10 Corridor Management <br />Plan. Howard Preston from Howard R. Green reviewed the plan. Mr. Preston identified the <br />costs of the projects. He also revie~ved the implementation strategy. <br /> <br />The following issues were raised (18 citizens were present): <br /> <br />· Concern regarding impact of overpass <br />· Concern about businesses along the highway <br />· Alternative traffic routes within the city <br />· Flooding on Highway 10 <br /> <br />Mayor IClinzing indicated that the Council needs to address each component of each plan as <br />it goes through the City of Elk River. She 'indicated that she would like the Council to <br />address the impact of the overpass, the issue of how the traffic along the two corridors will <br />affect the City in the future, and how an alternative route would affect the City. <br /> <br />Consider Resolution Requesting Bids for Orono Parkway Improvements <br /> <br />City Engineer Terry Maurer indicated that staff has been unable to negotiate a reasonable <br />price for the removal of the e:dstmg lights. Mr. Maurer recommended that staff reject the <br /> <br /> <br />
