Note: The city shall be responsible for the public notice and any of the travel costs associated with <br /> the above meeting schedule. The consultant shall review with the City's Project Manager all <br /> prepared information for the public meeting at least three (3) days prior to the scheduled meetings. <br /> SECTION 4. SCOPE OF SERVICES BID ALTERNATE <br /> Needs Assessment <br /> Please submit a separate proposal to complete the following with a price breakdown. <br /> 1. Statistically Valid Community Survey <br /> Provide a city-wide, statistically valid community needs assessment survey with a return rate that <br /> accurately represents a sampling of the community population to identify community needs and <br /> issues on the park and recreation programs and facilities. The survey will be used as a baseline to <br /> determine needs,desires and willingness to pay. <br /> 2. Internet Survey <br /> Immediately following the completion of the statistically valid survey or concurrently,the consultant <br /> will conduct an internet survey. This could be done using the "survey monkey" website or another <br /> internet survey method agreed upon by the consultant and the city. While this is not a statically valid <br /> survey technique,it does provide residents with another venue to participate in the needs assessment <br /> process. <br /> SECTION 5. SERVICES PROVIDED BY THE CITY <br /> 1. The Parks and Recreation Director for reference of city history and to act as project manager <br /> on behalf of the city. <br /> 2. A copy of the City Comprehensive plan documents currently under development. <br /> 3. A copy of the 1997 Parks Master Plan (most recent Parks and Recreation Master Plan). <br /> 4. Copies of all existing studies,plans,programs,and other data including access to all <br /> applicable records. <br /> 5. Assistance with on-going community meetings. <br /> SECTION 6. PROJECT BUDGET <br /> Fees for services including reimbursable expenses may not exceed$65,000.While the $65,000 figure <br /> was established as the not-to-exceed amount based on dollars allocated for this project by the Elk <br /> River City Council,proposals may be less than$65,000. This does not include the bid alternate of <br /> the Needs Assessment services. Fees for the needs assessment scope bid alternate shall be in the <br /> range of$10,000 to $18,000 including reimbursable expenses. <br /> 7 <br />
