8. Creation of a Mississippi River Trail <br /> Overview: The city acquired Bailey Point Nature Preserve on November 20,2012 into the <br /> park system. Bailey Point Nature Preserve is a 23 acre parcel of historic and scenic <br /> significance with over 3,300 feet of natural,largely untouched shoreline at the confluence at <br /> the Mississippi and Elk Rivers. <br /> a. Analyze the ability to develop a trail system along the Mississippi River that clearly <br /> defines Elk River as a "river city" and connects Bailey Point Nature Preserve with <br /> Rivers Edge Commons Park and Babcock Park. <br /> b. Analyze the ability and if the timing is correct for the possibly of acquiring the <br /> Houlton Farm property and its connectivity along the Mississippi River. <br /> 9. Action Plan <br /> a. Develop an action plan which will include issues, strategies,priorities and an analysis <br /> for budget support and funding mechanisms for the short term up to five years. <br /> Also a long term up to twenty years for the parks system, open space, trails, athletic <br /> facilities, recreation facilities,recreation programs and services. <br /> b. Collect and analyze information on participation,needs, desires, operations, <br /> programming, and land use trends and make Level of Service recommendations. <br /> c. Identify areas of service shortfalls and projected impact of future trends. <br /> d. Develop a definitive program for acquisition and development of parkland, <br /> recreation facilities, open space, trails and parks maintenance and administration of <br /> facilities for the future five to ten years. <br /> e. Provide a maintenance and operation analysis. <br /> 10. Development of Final Plans and Supporting Materials <br /> a. The Master Plan must include written goals,plans, objectives,and policy statements <br /> that articulate a clear vision "road map" and model for the Parks and Recreation <br /> Department's future. <br /> b. An executive summary of existing conditions,inventories, and Level of Service <br /> analysis. <br /> c. An Action Plan. <br /> d. A color version of the final Master Plan document consisting of one (1) printed and <br /> bound color copy and an electronic copy both in a .pdf format and Word format. <br /> e. A color version of the final Executive Summary consisting of one (1) printed copy <br /> and an electronic copy both in a .pdf format and Word format. <br /> f. Electronic files (.psd., .ai, .indd, etc) used to create supporting graphics. <br /> 11. Develop recommendations toward developing a park dedication policy based on current <br /> Minnesota State Statutes and levels of service. <br /> a. The recommendations must follow a specific formula for commercial,industrial and <br /> residential developments. <br /> 12. Other Development Recommendations <br /> a. Development recommendations for areas not previously addressed by the city to <br /> enhance the current delivery system of parks and services within the community. <br /> 6 <br />
