SECTION 7. CONSULTANT SELECTION <br /> Proposals will be reviewed and evaluated by a team of city staff on the basis of the following criteria: <br /> 1. Project approach and organization <br /> 2. Demonstrated related experience <br /> 3. Consultant fees and costs <br /> 4. Proposed schedule <br /> Process <br /> City staff will evaluate and rank all submitted proposals. After conclusion of this review, staff will <br /> recommend the most qualified consulting teams or firms to the City Council. The decision will not <br /> be made by ranking alone, but based on a combination including, but not limited to: ranking, <br /> presentation, and other qualifications. The City Council will make the final decision on the <br /> consultant firm selection, with input from the subcommittee, Parks and Recreation Commission <br /> and/or staff. Once authorized to proceed, the "most qualified" consulting team or firm will be <br /> expected to immediately assist in developing a final scope of services and contractual agreement. <br /> Following review of the proposals by the city, selected consultants may be asked to make oral <br /> presentations of their proposals to city representatives. Upon conclusion of the presentations, the <br /> city will select a consultant to negotiate a contract as follows: <br /> 1. If, for any reason, a firm is not able to commence the services in that firm's proposal <br /> within 30 days of the award,the city reserves the right to contract with another qualified <br /> firm. <br /> 2. The city shall not be liable for any expenses incurred by the consultant prior to the <br /> signing of a contract including,but not limited to, the proposal preparation, attendance <br /> at interviews, or final contract negotiations. <br /> 3. The proposal must be signed in ink by an official authorized to bind the consultant to its <br /> provisions that will be included as part of an eventual contract. The proposal must <br /> include a statement as to the period during which the proposal remains valid. This <br /> period must be at least 90 days from the date of the submittal. <br /> 4. The city reserves the right to reject any and all proposal submittals or to request <br /> additional information from any or all of the proposing firms. <br /> The City of Elk River reserves the right to waive any irregularity in any submittal or reject any or all <br /> proposals. <br /> Ranking Criteria <br /> A selection committee established by the city will review all submissions. A selection committee will <br /> invite selected firms for an interview. Below are the criteria that will be used in screening, <br /> interviewing and selection of consulting firms. <br /> 1. Proposed Project Approach and Organization (50% of Rating) <br /> a. Understanding the opportunities and desired outcomes in conducting a park and <br /> recreation master plan. <br /> 8 <br />
