3. Existing and Future Facilities —Analysis of Level of Service <br /> a. Compile an inventory and assessment of the existing parks, trails, open space and <br /> facilities. This includes the exact acreage of each park location. <br /> b. The assessment will include a comparative analysis to regional communities of <br /> similar size and density using nationally accepted standards. The analysis should <br /> consider the capacity of each amenity found within the system (playgrounds,ball <br /> fields,trails, natural areas,golf courses, special facilities, etc.) as well as functionality, <br /> accessibility, condition, comfort,and convenience. Evaluation criteria should be <br /> based on the expressed values of the community. The analysis will also include <br /> identification of best possible providers of community and recreation services and <br /> recommendations for minimizing duplication and enhancing possibilities for <br /> collaborations where appropriate. <br /> 4. Rank and Prioritize Demand and Opt2ortunities <br /> a. Prioritize recommendations for needs regarding land acquisition,and the <br /> development of parks,trails, open space and recreation facilities based on national, <br /> state and regional criteria,including local resident interaction. <br /> b. Develop a set of prioritized recommendations for maintenance and renovation of <br /> parks and trails. <br /> c. Develop a set of prioritized recommendations for recreation programs and facilities. <br /> d. Establish documented capital funding priorities for improvements to the overall park <br /> system. <br /> 5. Creation of a Signature Park <br /> Overview: Every great city has signature parks. A signature park helps define a city and <br /> generates substantial civic, economic and fiscal value. <br /> a. Analyze the ability to develop both Orono Park and Orono Athletic Complex into a <br /> signature park. Include the creation of a conceptual design plan,development and <br /> operating costs, revenue potential and identification of community benefits. The <br /> consideration of a park admission or parking fee has been suggested by the Parks <br /> and Recreation Commission. <br /> b. Identify and assess other possible locations for the creation of a Signature Park. <br /> 6. Activity Center Renovation and Location <br /> Overview: The Activity Center serves as the center for a very active senior community. The <br /> current facility is outdated and programming is restricted due to its current design. <br /> a. Identify future needs for a senior center and programming in the community. <br /> 7. Great Northern Trail in Woodlands Park <br /> Overview: The Great Northern Trail in Woodlands Park will provide a paved pathway for <br /> recreation use that will connect the City of Elk River to the cities and townships north of <br /> Elk River and to the Mississippi River Trail (MRT) currently under development. The City <br /> of Elk River has completed the development of its portion of the trail in its entirety. <br /> a. Analyze and recommend actions to increase citizen use of the trail and economic <br /> development opportunites on the trail. <br /> 5 <br />
