Our smallest yet,most visible park in the city is River's Edge Commons Park. This riverfront park <br /> in downtown Elk River has spectacular views of the Mississippi River, an amphitheater, splash <br /> fountain and picnic gazebo. The park fits well within the branding and nature of our city as a "river <br /> city". A few blocks from downtown and along the Mississippi River is the recently acquired Bailey <br /> Point Nature Preserve park that also fits well into a river city connection. Bailey Point Nature <br /> Preserve is a 23-acre nature preserve of historic and scenic property with over 3,300 feet of natural <br /> largely untouched shoreline at the confluence of the Mississippi and Elk Rivers. <br /> The Parks and Recreation staff prioritized in early 2013 city services into the following three <br /> priorities: <br /> 1. Maintenance—take care of what we have <br /> 2. Preservation of open space <br /> 3. Take care of our youth <br /> These are viewed as core services which are defined as our department's basic civic duty and prime <br /> value to our community. All core services should fit into the overall department mission. <br /> SECTION 3. SCOPE OF SERVICES <br /> 1. Public Process <br /> a. Gather information from key leaders and stakeholder groups. Groups include:youth <br /> sports associations; service organizations;arts organizations;Elk River Chamber of <br /> Commerce; City officials; schools;partners and citizens. Outline your approach to <br /> identify and implement a methodology for citizen involvement in this Master Plan <br /> process. <br /> b. Conduct Community Workshops, and focus groups and individual stakeholder <br /> interviews. Participants to be determined. The workshops will be scheduled at the <br /> beginning of the planning stage to critique current services and proposed services. <br /> Solicit input on physical facilities and service needs. <br /> c. Provide well organized and directed activities,techniques and formats that will <br /> ensure that a positive, open and proactive public participation process is achieved. <br /> d. Provide written records and summaries of the result of all public process and <br /> communications strategies. <br /> e. One (1) meeting with the Parks and Recreation Commission at the time of adoption <br /> of the Master Plan. <br /> f. At least one (1) meeting with the City Council for the presentation and adoption of <br /> the final Master Plan. <br /> 2. Demographic Trends <br /> a. Validate demographic trends and characteristics of the City of Elk River using <br /> information from the 2013 City Comprehensive Plan currently being developed, and <br /> other regional and local sources. <br /> 4 <br />
