SYNTHESIS, PRIORITIES & FRAMEWORK FEBRUARY2014 In this task we will use the needs assessment findings and the existing Vision,Mission staff� and brand to define the initial priorities and direction for the parks and recreation master plan. TASK 3 DELIVERABLES: 3.1 Goals and Priorities Workshop _ bo_ In a workshop with City staff,we will compare the needs assessment findings bs to the City-wide and parks and recreation department vision to define the bo psi -Hplorti priorities,goals and directions for the Elk River Parks and Recreation system as well as strategies for delivery of programs,services and maintenance. This will include an evaluation of the"fit"with fiscal and staffing resources. The priorities and direction will fit with the realities of resources,the physical Decision Pri « • :s setting,and reflect community values. 3.2 Draft Plan Framework and Goals ��'• ■ " " ' We will use input from the workshop to produce a draft framework for the master plan,goals,and priorities. The framework will be the"big picture"guide ■ •• •• • to the Master Plan and Focus Area Plans(Task 4). 4.
