2.1 Park and Recreation System Evaluation <br /> Evaluation will include parks,trails,natural and cultural resources,connectivity,programs and facilities. We will document the system <br /> evaluation findings and opportunities graphically and in a summary report.We anticipate the evaluation will include: <br /> Assessment of conditions,quality,distribution,amenities,accessibility,connectivity, and proximity to natural areas <br /> of the park,recreation,natural resources,facility,and trail system. <br /> Evaluation of individual park and system-wide needs and opportunities. <br /> Review of recreation program use and assess delivery performance. <br /> Evaluation of current park classification system and standards. <br /> Evaluation of service areas and future growth and development needs. <br /> 2.2 Peer Community Comparison <br /> We will compare Elk River's park system features and facilities to peer communities to identify challenges and strengths. <br /> 2.3 Level of Service Analysis <br /> We will evaluate the supply and distribution of Elk River's park and recreation system facilities,fields and courts to accepted national <br /> level of service standards to identify needs and opportunities. <br /> 2.4 Trends Evaluation <br /> HKGi will analyze the emerging recreation,fiscal,environmental,land development,social and demographic trends and projections <br /> influencing Elk River and its parks,recreation and trails.
