SECTION 5 5. GOALS AND POLICIES The City has developed a number of goals and policies for the management of water resources within the City. The goals and policies of this Plan provide for future development and redevelopment while minimizing surface water problems, enhancing the environment, and complementing county, regional, and state goals and policies. In addition,the goals and policies of this plan have been written to complement City Ordinances, City Design Standards, and the City's SWPPP(Stormwater Pollution Prevention Program)found in Table 6.1. The goals of the City are as follows: • Protect life and property from the dangers associated with flooding; • Protect public and private property from damage resulting from runoff or erosion; • Ensure site design minimizes the generation of stormwater and maximizes pervious areas for stormwater treatment; • Promote regional stormwater management by watershed; • Protect,maintain, and/or restore water quality from nutrients,pathogens, toxics, and debris; • Promote infiltration and groundwater recharge; • Cooperate, collaborate, and partner with other entities to implement this Plan; • Meet the City's MS4 requirements to effectively manage the City's storm sewer system. 5.1.Public Education and Outreach 5.1.].Policies 1. Effectively accomplish the City's MS4 program activities for Public Education and Outreach as outlined in Table 6.1. 5.2.Public Participation and Involvement 5.2.1.Policies 1. Promote and encourage volunteering, resident input, and community involvement through the City's MS4 program activities for Public Participation and Involvement as outlined in Table 6.1. 5.3.Illicit Discharge 5.3.1. Policies 1. Continue to implement and enforce the City's MS4 Illicit Discharge Detection and Elimination(IDDE) program as outlined in Table 6.1 and contained in the City's Stormwater Management Ordinance.
