SECTION 5 <br /> 5. GOALS AND POLICIES <br /> The City has developed a number of goals and policies for the management of water resources within <br /> the City. The goals and policies of this Plan provide for future development and redevelopment <br /> while minimizing surface water problems, enhancing the environment, and complementing county, <br /> regional, and state goals and policies. In addition,the goals and policies of this plan have been <br /> written to complement City Ordinances, City Design Standards, and the City's SWPPP(Stormwater <br /> Pollution Prevention Program)found in Table 6.1. <br /> The goals of the City are as follows: <br /> • Protect life and property from the dangers associated with flooding; <br /> • Protect public and private property from damage resulting from runoff or <br /> erosion; <br /> • Ensure site design minimizes the generation of stormwater and maximizes <br /> pervious areas for stormwater treatment; <br /> • Promote regional stormwater management by watershed; <br /> • Protect,maintain, and/or restore water quality from nutrients,pathogens, <br /> toxics, and debris; <br /> • Promote infiltration and groundwater recharge; <br /> • Cooperate, collaborate, and partner with other entities to implement this <br /> Plan; <br /> • Meet the City's MS4 requirements to effectively manage the City's storm <br /> sewer system. <br /> 5.1.Public Education and Outreach <br /> 5.1.].Policies <br /> 1. Effectively accomplish the City's MS4 program activities for Public Education <br /> and Outreach as outlined in Table 6.1. <br /> 5.2.Public Participation and Involvement <br /> 5.2.1.Policies <br /> 1. Promote and encourage volunteering, resident input, and community involvement <br /> through the City's MS4 program activities for Public Participation and <br /> Involvement as outlined in Table 6.1. <br /> 5.3.Illicit Discharge <br /> 5.3.1. Policies <br /> 1.
