SECTION 5 <br /> 2. Any activity subject to an industrial or construction activity NPDES permit shall <br /> comply with all provisions of such permit. <br /> 5.4.Construction Site Stormwater Runoff <br /> 5.4.1.Policies <br /> 1. Continue to implement and enforce the City's MS4 construction site stormwater <br /> runoff program as outlined in Table 6.1. <br /> 2. Any project subject to a construction activity NPDES permit shall comply with <br /> all provisions of such permit. <br /> 3. Erosion control shall be in accordance with the "The Minnesota Stormwater <br /> Manual" as published by the MPCA. <br /> 5.5.Post Construction Stormwater Management <br /> Post Construction Stormwater Management policies shall be addressed to prevent or <br /> reduce water pollution after construction activity is completed, related to new <br /> development and redevelopment projects with land disturbance of greater than or equal <br /> to one acre, including projects less than one acre that are part of a larger common plan <br /> of development or sale, within the City. <br /> 5.5.1.Volume Control Policies <br /> 1. Infiltration of 1.1 inches of runoff is required from the net new impervious <br /> surface created by development and redevelopment projects. [By complying with <br /> this policy, it is expected that there will be a net reduction from pre-project <br /> conditions of stormwater volume as required by the NPDES General Permit] <br /> 2. Infiltration drawdown must occur within 48 hours of the rainfall event. <br /> 3. Infiltration rates should be defined using values published in the Minnesota <br /> Stormwater Manual or values identified through on-site testing. <br /> 5.5.2.Rate Control Policies <br /> 1. Maintain stormwater discharge rates less than or equal to existing conditions for <br /> the 50%, 10%, and 1% critical duration rainfall or snowmelt events.
