SECTION 4 <br /> increase groundwater recharge.This may include constructing stormwater reuse systems for <br /> irrigation and groundwater recharge. <br /> Problem 4.9.E Obtaining adequate revenues to fund stormwater improvements, maintenance, <br /> and required MS4 program activities. <br /> Corrective Action 4.9.E The City is in progress of establishing a stormwater utility. Once <br /> established,the City will regularly review and update the stormwater utility fees and other funding <br /> sources to obtain a revenue stream that can reasonably balance stormwater management needs and <br /> the financial concerns of its residents. <br /> Problem 4.9.F The need to mitigate the impacts, and plan for and restore the water resource, <br /> environmental, and habitat related features of the Mining area currently present along Highway <br /> 169 which will be in need of restoration in the next 10 to 40 years. <br /> Corrective Action 4.9.F Create and implement future development plans to manage stormwater <br /> in a way that meets the needs of the City and the development. This will need to consider the <br /> previous impacts of the mining activity. <br /> 4.9. Availability and Adequacy of Existing Technical Information to Manage Water Resources <br /> Problem 4.9.A The City has not completed a City-wide hydrologic and hydraulic model. <br /> Corrective Action 4.9.A The City currently does not envision completing a City-wide model in <br /> the near future. The City will re-evaluate the need for a City-wide model in the future. <br /> Problem 4.9.13 Atlas 14 (updated precipitation probability information)was recently released by <br /> NOAA(National Oceanic and Atmospheric Administration) and has increased the amount of <br /> rainfall anticipated for many rainfall durations and return frequencies. This may increase <br /> anticipated peak flood elevations and discharge rates. <br /> Corrective Action 4.9.13 The City will determine the extent at which to Atlas 14 will replace <br /> TP-40(existing precipitation probability information). Based on this decision,the City will update <br /> its policies, codes, ordinances,and other appropriate documents. <br /> Problem 4.9.0 The City has not completed a City-wide wetland classification to assess the <br /> quality of all of the wetlands within the City. <br /> Corrective Action 4.9.0 The City will investigate completing a City-wide MnRAM(Minnesota <br /> Routine Assessment Method)assessment to determine the functions and values of each wetland. <br /> Until this City-wide study is complete,the City will continue to perform a MnRAM assessment on <br /> a site by site basis as required by development or construction activity that is impacting wetlands. <br /> Problem 4.9.D The City has mapped the majority of its storm sewer system,but as new and <br /> redevelopment projects are completed the storm sewer GIS database needs to continually be <br /> updated. <br /> Corrective Action 4.9.D The City will annually update its storm sewer GIS database to <br /> incorporate recent projects and associated storm sewer improvements. <br /> Surface Water Management Plan <br /> City of Elk River Section 4 <br /> WSB Project No.01992-030 Page-5 <br />
