SECTION 4 <br /> Association,feedlot owners, and others to educate as well as receive feedback regarding current <br /> issues. <br /> 4.8. Identification of Potential Problems which are Anticipated in the Next 20 Years. <br /> Problem 4.8.A Having adequate resources available to fulfill its MS4 inspection and <br /> maintenance responsibilities of stormwater infrastructure throughout the City. <br /> Corrective Action 4.8.A The City of Elk River is responsible for maintenance of its stormwater <br /> system in conformance with the MCPA's MS4 Program. This includes maintenance of pipes, <br /> constructed ponds, lakes,wetlands, ditches, swales, and other drainageways. Proper maintenance <br /> will ensure that the stormwater system continues to provide the necessary flood control and water <br /> quality treatment. The City will fulfill its obligations, but will also enlist others to address their <br /> responsibilities for maintaining the stormwater systems under their control. This includes: <br /> • MnDOT is responsible for maintaining the storm sewers located along Highway <br /> 169 and Highway 10; <br /> • Sherburne County is responsible for maintaining storm sewer catch basins, leads <br /> in the county roads, and the County ditch system; <br /> • Owners of private stormwater facilities are responsible for maintaining their <br /> facilities in proper condition, consistent with the original performance design <br /> standards. Responsibilities include removal and proper disposal of all settled <br /> materials from ponds, sumps,grit chambers,and other devices,including settled <br /> solids. The City may inspect private stormwater facilities and notify the owners <br /> of needed cleaning and repairs. <br /> Problem 4.8.13 Having resources available to complete a prioritized inspection and maintenance <br /> program as well as determining the performance of existing stormwater basins throughout the <br /> City. <br /> Corrective Action 4.8.13 The City of Elk River will develop a pond inspection and maintenance <br /> program to prioritize inspection and maintenance activities to use the City's resources in an <br /> efficient manner. In addition,the program will estimate the current treatment provided by each <br /> basin to determine if the desired amount of treatment is being achieved. This program will help <br /> manage TMDL requirements as they arise and help meet the new MS4 permit requirements related <br /> to the management of stormwater basins. <br /> Problem 4.9.0 Need to reasonably address future stormwater management issues related to the <br /> development of Commercial Reserve areas along Highway 169. <br /> Corrective Action 4.9.0 The City will develop a stormwater management approach to meet the <br /> needs of the City related to commercial and industrial development in this area. <br /> Problem 4.9.D Water levels in groundwater aquifers are observed to be lower as a result of <br /> increased well pumping and reduced groundwater recharge. If this reduction in static water <br /> levels in aquifers continues, it may impact the ability of property owners and the City to secure a <br /> plentiful source of water for their use. <br /> Corrective Action 4.9.1)The City will investigate opportunities to reduce well pumping and <br /> Surface Water Management Plan <br /> City of Elk River Section 4 <br /> WSB Project No.01992-030 Page-4 <br />
