SECTION 4 <br /> changes as they occur. <br /> Problem 4.4.0 The adequacy of funds to implement existing and future Capital Improvement <br /> Programs and related activities. <br /> Corrective Action 4.4.0 The implementation program located in Section 6 of this plan outlines <br /> the projects and other implementation tasks that are required/needed to actively manage and <br /> address water resource issues in the City. The City will incorporate into its annually updated CIP <br /> these stormwater projects/tasks and any future projects/tasks that the City feels it has a need for <br /> and adequate funds available to implement. <br /> 4.5. Impacts of Erosion and Sedimentation on Water Resources <br /> Problem 4.5.A The City has difficulty maintaining stormwater ponds in many areas as it lacks <br /> easements on older stormwater ponds which results in limited access and ability to perform <br /> maintenance activities. <br /> Corrective Action 4.5.A The City work with property owners,located adjacent to ponds,to obtain <br /> easements for performing maintenance. This will help ensure these stormwater ponds continue to <br /> provide the intended treatment and flood protection. <br /> 4.6. Impact of Land Use Practices and Development on Water Resource Issues <br /> Problem 4.6.A The majority of the City is served by a sanitary sewer collection system that <br /> conveys sanitary sewage to a treatment plant; however, there are subsurface sewage treatment <br /> systems(SSTS)in operation within the City that may not be performing in conformance with <br /> accepted design practices. <br /> Corrective Action 4.6.A The City will continue to work with the County to ensure that the SSTS <br /> remain in compliance with County regulations and encourage connection to City sewer when <br /> feasible. <br /> 4.7. Education Program <br /> Problem 4.7.A The City must provide a program and the necessary resources to educate the <br /> public on proper waste resource management in conformance with the City's MS4 permit. <br /> Corrective Action 4.7.A The City of Elk River will continue to provide educational content and <br /> opportunities to residents,businesses,developers,and others. These efforts may include handouts <br /> and training sessions for developers,regular notices in the City's monthly newsletter, surveys to <br /> residents,postings on the City website, and flyers in the utility bill. The City may work the Soil <br /> and water conservation district to improve the efficiency of educational efforts and reduce <br /> duplication. <br /> Problem 4.7.13 For the City to remain in conformance with its MS4 Permit requirements, it must <br /> reach out to individual groups to provide information and receive feedback regarding water <br /> resources. <br /> Corrective Action 4.7.13 The City of Elk River will continue to work with Lake Orono Lake <br /> Surface Water Management Plan <br /> City of Elk River Section 4 <br /> WSB Project No.01992-030 Page-3 <br />
