Flooding and Stormwater Rate Control Concerns <br /> Problem 4.2.A The City is aware of flooding issues being present in Trout Brook neighborhood. <br /> Corrective Action 4.2.A The City will continue to monitor and better define the issues within <br /> this area and complete a feasibility report, if necessary,to further evaluate the existing drainage <br /> conditions, quantify the problem, and identify possible improvement options to alleviate the <br /> flooding in the Trout Brook neighborhood. <br /> Problem 4.2.13 Lack of conveyance capacity in the County Ditch System as a result of the <br /> system being under designed and/or not being regularly maintained. <br /> Corrective Action 4.2.13 The City will work with the County to implement a long-term <br /> maintenance/improvement plan for the County Ditch System. <br /> Problem 4.2.0 Property is routinely flooded within the City upstream of Orono Lake when water <br /> levels along Elk River are high. <br /> Corrective Action 4.2.0 The City will continue to monitor and evaluate the frequency and <br /> extent to which this problem is occurring. As a result of this process,the City will determine if a <br /> study to identify potential improvements is necessary to alleviate the potential of flooding. <br /> 4.3. Impacts of Stormwater Quality on Fish and Wildlife Resources <br /> Problem 4.3.A Need to protect and enhance water quality in Orono Lake as it is managed for <br /> Fish populations by the DNR and is a valuable wildlife and recreational resource. <br /> Corrective Action 4.3.A The City will evaluate opportunities to improve water quality in Orono <br /> Lake by implementing BMPs in the Orono Lake subwatershed. Grant opportunities will be <br /> pursued to help facilitate improvement projects. <br /> 4.4. Adequacy of Existing Regulations and Programs to Address Adverse Impacts on Water <br /> Resources <br /> Problem 4.4.A Need to update water resource related ordinances. As new information becomes <br /> available,updates may be needed in floodplain, shoreland, stormwater management, and other <br /> ordinances. <br /> Corrective Action 4.4.A The City will continue to enforce and update their ordinances as <br /> necessary to verify appropriate controls are in place to achieve their goals. <br /> Problem 4.4.13 FEMA mapping has been completed for Sherburne County using TP40 rainfall <br /> information which may be out of date now that Atlas 14 has been published. <br /> Corrective Action 4.4.13 FEMA has indicated that future map revisions will be completed using <br /> Atlas 14 rainfall information. This may result in an increased floodplain footprint and increased <br /> flood elevations. The City will work with FEMA and affected property owners to best handle the <br /> Surface Water Management Plan <br /> City of Elk River Section 4 <br /> WSB Project No.01992-030 Page-2 <br />
