SECTION 4 <br /> 4. PROBLEMS AND CORRECTIVE ACTIONS <br /> Outlined below is an assessment of existing and potential water resource-related problems that are known <br /> at this time. These problems have been identified based on an analysis of the land and water resource data <br /> collected during the preparation of this plan and through information provided by the City, its residents, <br /> and other organizations. A description of any existing or potential problem within the City has been listed <br /> and potential future corrective actions have been incorporated into an implementation plan. Refer to <br /> Figure 5 in Appendix A for the location of many of the problem areas discussed below. <br /> 4.1. Water Quality Problems <br /> Problem 4.1.A The City may be contributing to the impairment of the following waters that have <br /> been listed as impaired by the MPCA: <br /> • Elk River—St.Francis River to Orono Lake (E-coli) <br /> • Tibbets Brook(E-coli) <br /> • Upper Orono Lake(Nutrients) <br /> • Lower Orono Lake (Nutrients) <br /> • Mississippi River—Clearwater River to Elk River(Fecal Coliform,Fish Biology) <br /> • Mississippi River—Elk River to Crow River(PCB in Fish Tissue) <br /> In addition to the impairments listed above,Elk River(from St.Francis River to Mississippi <br /> River),Upper and Lower Orono Lake, and the Mississippi River(from Clearwater River to Crow <br /> River) are impaired for Mercury. The U.S. Environmental Protection Agency approved the <br /> Minnesota Statewide Mercury TMDL in 2007. As stormwater point sources account for less <br /> than 1%of the mercury(majority is atmospheric),the City has limited ability to contribute to this <br /> TMDL. <br /> The City is also located upstream of Lake Pepin, and it will need to comply with the South Metro <br /> Mississippi TMDL when complete. <br /> Corrective Action 4.1.A The City will work with the MPCA,neighboring communities, and <br /> other organizations to address any future impairments and TMDLs as necessary. <br /> Problem 4.1.B Contamination that is originating from Waste Management Landfill(which <br /> includes municipal solid waste, construction materials, demolition debris)has been identified to <br /> be impacting water quality in Rice Lake and Tibbets Brook. This landfill is approved for <br /> expansion to the south in width and north into Livonia. <br /> Corrective Action 4.1.B As part of any permit for expansion,the landfill will be required to <br /> monitor the water quality in Rice Lake and Tibbets Brook and provide any corrective actions that <br /> are necessary to address this concern. <br /> Problem 4.1.0 Stormwater quality discharged from the downtown area, specifically along <br /> Jackson Avenue,has been identified to be of poor quality. <br /> Corrective Action 4.1.0 The City will complete a feasibility study to better define and quantify <br /> problems identified, outline possible improvement options to provide treatment for improved <br /> stormwater quality discharged from Jackson Street and the Downtown area, and implement <br /> Surface Water Management Plan <br /> City of Elk River Section 4 <br /> WSB Project No.01992-030 Page-1 <br />
