SECTION 2 <br /> the City. <br /> 2.6.5 Wetland Buffer Ordinance <br /> The City of Elk River has also adopted a wetland buffer ordinance.A copy of this <br /> ordinance can be obtained from the City Code portion of the City website by clicking on <br /> the following link and searching "wetland" <br /> htlp://IibraLy.municode.com/index.aspx?clientld=I 3427&stateld=23&stateName <br /> =Minnesota or obtained at City Hall. This ordinance requires new development to <br /> provide buffers from existing wetlands according to their quality and classification. <br /> 2.9. Natural Communities <br /> The majority of the City of Elk River has been categorized according to the Minnesota Land <br /> Cover Classification System(MLCCS). Figure 8 shows a map of the MLCCS areas that have <br /> been classified. <br /> 2.10. Groundwater <br /> Various agencies are responsible for groundwater management and protection.The DNR regulates <br /> groundwater usage rate and volume as part of its charge to conserve and use the waters of the state. <br /> For example,suppliers of domestic water to more than 25 people or applicants proposing a use that <br /> exceeds 10,000 gallons per day or 1,000,000 gallons per year must obtain a water appropriation <br /> permit from the DNR. Refer to Figure 10 for a map showing groundwater appropriations <br /> throughout the City. <br /> The Minnesota Department of Health(MDH)is the official state agency responsible for addressing <br /> all environmental health matters,including groundwater protection.For example,the MDH <br /> administers the well abandonment program and regulates installation of new wells. The MPCA <br /> administers and enforces laws relating to pollution of the state's waters,including groundwater. <br /> The Minnesota Geological Survey provides a complete account of the state's groundwater <br /> resources. <br /> The groundwater remediation system provides over 97 percent of the City of Elk River's annual <br /> water supply. <br /> 2.11. Pollutant Sources <br /> Refer to Figure 9 for approximate location of possible pollutant sources throughout the City. <br /> More information can be obtained by contacting the MPCA or going to www.mpca.state.mn.us <br /> and searching"What's in my neighborhood". The MPCA should be contacted for site-specific <br /> details. <br /> Other potential pollutant sources include industrial,office,commercial,residential and other <br /> highly impervious land uses. Stormwater runoff from these land uses could carry pollutants into <br /> the stormwater system(nonpoint source pollution),especially if there are direct inlets into the <br /> storm sewer system that do not drain first into a stormwater pond. Facilities within these land use <br /> types may be covered by a NPDES General Industrial Stormwater Permit,which requires <br /> Surface Water Management Plan <br /> City of Elk River Section 2 <br /> WSB Project No.1992-030 Page-5 <br />
