In addition,the City is part of the MPCA's MS4(Municipal Separate Storm Sewer <br /> System)program. Refer to Table 6.1 or the MS4 SWPPP Application for Reauthorization in <br /> Appendix B for more information on the City's MS4 program. <br /> 2.12. Hydrologic System and Data <br /> Figure 2 shows the subwatersheds areas within the City of Elk River.The City has not completed <br /> a City-wide hydrologic and hydraulic model. <br /> 2.13. Water Resource Problem Areas <br /> Water resource problem areas were identified through information obtained from City Staff, <br /> residents,and other agencies. Each site was analyzed and potential solutions to address the <br /> problems were developed as detailed in Section 4. Refer to Figure 5 for the location of <br /> site-specific problem areas. The following is a list of some of the site-specific water resource <br /> problem areas within the City: <br /> • Contamination from Waste Management Landfill impacting water quality in Rice Lake <br /> and Tibbets Brook <br /> • Poor stormwater quality from the downtown area, specifically along Jackson Avenue <br /> • Flooding issues in Trout Brook neighborhood <br /> • High water levels on Elk River from City border to Orono Lake <br /> • Water quality in Orono Lake <br /> • Future stormwater management related to future development of Commercial Reserve <br /> Areas along Highway 169 <br /> • Future stormwater management related to future development of mining area <br /> 2.14. Flood Insurance Studies <br /> The Federal Emergency Management Agency(FEMA)completed the map modernization process <br /> for its Flood Insurance Study(FIS)and Flood Insurance Rate Maps(FIRMS)to identify flood risk <br /> within Sherburne County in 2011. A copy of the updated FIS and FIRMS can be obtained online <br /> at http://deli.dnr.state.mn.us/data_search.html. <br /> 2.15. Water Resource Related Agreements <br /> The City of Elk River frequently partners with Sherburne County, Sherburne County SWCD, <br /> neighboring cities, and others to complete projects with joint benefit.
