Waste Heat,Cogeneration&CHP (Sec. 2,4) - Demand side natural gas or electric energy <br /> displaced by the use of waste heat recovered and used as thermal energy. including the <br /> recovered thermal energy from a cogeneration or combined heat and power facility may be <br /> counted toward a utility's natural gas or electric energy savings goal. subject to department <br /> approval. "Waste heat recovered and used as thermal energy means capturing heat energy <br /> that would otherwise be exhausted or dissipated to the environment from machinery, <br /> buildings, or industrial processes and productively using such recovered thermal energy <br /> where it was captured or distributing it as thermal energy to other locations where it is <br /> used to reduce demand side consumption of natural gas. electric energy, or both." (Current <br /> law requires that recovered waste heat must be converted into electricity to qualify.) <br /> Amends Minn. Stat.§216B.241 by amending subdivision 1 and by adding a subdivision 10. <br /> From HF 780 by Rep.Tim Mahoney (DFL- St. Paul) and SF 642 by Sen. Scott Dibble (DFL - <br /> Minneapolis). <br /> CERTs Funding (Sec. 3) -The Community Energy Resource Teams will receive $500,000 <br /> per year from the Research and Development Fund under the Conservation Improvement <br /> Program on an ongoing basis. Previously, CERTs funding, if any, required specific <br /> appropriations to be made.
