(e) The commission shall report to the legislative committees and divisions with <br /> jurisdiction over energy policy by January 15, 2014, and annually thereafter, on progress <br /> towards achieving the framework goals." <br /> CIP changes (Sections 2-3) <br /> The state's overall energy savings goal is changed to "at least" 1.5% of energy sales per <br /> year. In addition to energy savings by utilities,"energy efficiency achieved by energy <br /> consumers without direct utility involvement" is added as a source of savings toward <br /> achieving the state's overall goal. (The savings goal of 1.5% for utilities is not changed.) <br /> Amends Minn. Stat.§216B.2401. <br /> From HF 1301 by Rep. Melissa Hortman (DFL- Brooklyn Park) and SF 1135 by Sen. Scott <br /> Dibble (DFL- Minneapolis). <br /> Transmission and renewable energy integration study (Section 4) <br /> The Minnesota Public Utilities Commission is required to order all Minnesota electric <br /> utilities that are subject to the Renewable Energy Standard (i.e., investor-owned utilities, <br /> municipal power agencies, consumer power districts and G&T cooperatives) and all <br /> transmission companies "to conduct an engineering study of the impacts on reliability and <br /> costs of, and to study and develop plans for the transmission network enhancements <br /> necessary to support, increasing the renewable energy standard . . . to 40%by 2030,and <br /> to higher proportions thereafter,while maintaining system reliability." <br /> Studies by the Division of Energy Resources (Sections 5-8) <br /> The Division of Energy Resources is required to: <br /> • study and report findings on the value of on-site energy storage (Sec. 5); <br /> • study and report findings on the value of solar thermal (Sec. 6); <br /> • develop the scope for the sustainable energy future study(Sec. 7); and <br /> • conduct public meetings and report on various policy subjects relating to <br /> utilities and energy savings (Sec. 8). These public meetings will be particularly <br /> important. MMUA will participate. MMUA members are encouraged to <br /> participate as well. <br /> Miscellaneous (Article 13) <br /> Guaranteed Energy Savings -Under Guaranteed Energy Savings contracts entered into <br /> by the Department of Administration,the energy savings period is extended from 15 years <br /> to 25 years during which the amount of energy savings is added up and counted against the <br /> cost of an energy cost savings measure.
