The amendment must also allow the LEA to collect an <br /> adjustment for fuel costs that exceed $3.40 per MMBTU. <br /> Amends Minn. Stat. §216B.2424,subd. 5a. Effective date: For fuel costs incurred and <br /> prices after January 1, 2014. <br /> Increased Need Threshold for Xcel Transmission Line Approval (Section 2) <br /> Restricts the Minnesota Public Utilities Commission from approving a certificate of need for <br /> upgrading an 8-mile Xcel transmission line in Minneapolis unless the commission finds"by <br /> clear and convincing evidence that there is no feasible and available distribution level <br /> alternative to the transmission line."
