AProposal to Provide Professional Services for the Development of the <br /> WSSurface Water Management Plan for the City of Elk River <br /> Task 6 - Identify Problems and Corrective actions <br /> Water resource management problems identified within the City during the public input <br /> and data collection process will be outlined and corrective actions for each problem will <br /> be developed. It is anticipated that problems may be identified, but not be limited to <br /> issues in the following areas: <br /> Lake, stream, and wetland water quality problems <br /> Flooding or rate control concerns in the City or between adjoining communities <br /> i <br /> Impacts of storm water management on recreational opportunities <br /> k Impacts of storm water management on fish and wildlife resources <br /> Erosion and sediment control problem areas <br /> Impacts of land use practices on storm water management <br /> Adequacy of the existing regulations to address storm water management <br /> Adequacy of capital improvement programs to address storm water management issues <br /> Adequacy of in place systems to generate revenue to pay for necessary <br /> improvements <br /> Identified problems will be included in the Plan. Concept level corrective actions for <br /> each problem item will be developed, which in some cases may include specifying <br /> the need for further study (particularly for complex issues), and incorporated into the <br /> implementation plan. <br /> Task 7 - Develop Implementation Plan <br /> Through this plan development process, activities that need to be completed as part of <br /> the MS4 SWPPP program or City Stormwater Plan will be developed that may range <br /> from, but not be limited to: <br /> Inspections <br /> Preparation of reports <br /> Need for annual meetings <br /> Educating or communicating with the public <br /> Training <br /> Need to complete additional water resource studies <br /> Implement programs <br /> Completing capital improvements <br /> For each activity, the implementation plan will generally provide a schedule, the cost to <br /> complete, the party responsible to complete the work, and other pertinent information so the <br /> City can budget and track progress in these areas, and staff appropriately. It is anticipated <br /> this plan will provide a plan looking forward for approximately the next ten years. <br /> Project Understanding / 5 <br />
