AProposal to Provide Professional Services for the Development of the <br /> WSSurface Water Management Plan for the City of Elk River <br /> Task 8 - Prepare Final Report to include SWMP and SWPPP <br /> Application for Reauthorization <br /> This task focuses on the direct preparation of the plan documents. The Plan will <br /> be formatted as follows: <br /> Executive Summary <br /> _- The Plan shall have a section entitled "Executive Summary", which <br /> generally summarizes the content of the local plan. <br /> Introduction/Purpose <br /> The local Plan will have a section entitled "Introduction/Purpose" <br /> which outlines why the Plan was developed and how it can be used. <br /> Land and Water Resource Inventory <br /> The Plan will contain a land and water resource inventory information <br /> that is relevant to the development of this document. <br /> Establishment of Goals and Policies <br /> 1 <br /> The Plan will state specific goals and corresponding policies related to <br /> the purpose of the Plan and will be consistent with the policies and <br /> goals of the regional, state, and federal goals and programs that are <br /> currently in place. <br /> Assessment of Problems and Corrective Actions <br /> The Plan will contain a concept level summary assessment of existing <br /> and/or potential water resource related problems that affect the <br /> community along with non-structural, programmatic, and/or structural <br /> solutions to the problems. <br /> Implementation Plan <br /> The Plan will include an implementation spreadsheet and supportive <br /> documentation that outlines the implementation activities/components <br /> developed as part of Task 8. <br /> Financial Considerations <br /> The Plan will contain an analysis and discussion of the financial <br /> impact of implementation of the proposed regulatory controls and <br /> programs identified in the previous section. This analysis may also <br /> result in revisions to the implementation plan. <br /> Amendment Procedures <br /> The Plan will contain a section entitled "Amendments to Plan," which <br /> contains the year the plan shall extend to and establish the process by <br /> which amendments may be made. It is anticipated the implementation <br /> plan may need to be amended every year or two as new regulations, or <br /> water resource issues are identified. <br /> Project Understanding / 6 <br />
