AProposal to Provide Professional Services for the Development of the <br /> WSSurface Water Management Plan for the City of Elk River <br /> Task 4 - Development of Goals and Policies <br /> Based on the results of the previous tasks and associated analysis, goals and policies <br /> for the management of water resources in the City will be developed. These goals and <br /> *ft'Rv F.if_y <br /> policies will be developed to make sure the City will be in compliance with Federal, State <br /> •, (including MS4), and local requirements, but also, and perhaps more importantly, to <br /> respond to City concerns and objectives related to Water Resource Management in the <br /> Community. We will provide guidance on suggested goals and policies, and additional <br /> = input from the City staff, Council, and other stakeholders will be solicited to formulate <br /> policies that make not just sound engineering and planning sense and allow for the <br /> development of goals and policies appropriate for the community. The water resource <br /> management goals and policies will also be developed to address regulatory requirements <br /> covering the need for communication and coordination with other regulatory agencies, <br /> approach to undertaking internal operation and maintenance practices, regulation of new <br /> development and redevelopment, monitoring and reporting, and other issues. <br /> More specifically, it is also anticipated goals and policies will be developed for in the <br /> following water resource management areas with others being added as needed: <br /> Rate control Wildlife habitat and recreation <br /> Flood control Public education <br /> „ Water quality Public ditch and creek <br /> Volume control systems management <br /> Wetland protection and Groundwater protection <br /> management Erosion and sediment control <br /> These policies will provide the City with tools to address and manage its water <br /> resources in an effective, efficient, and environmentally responsible manner. <br /> Task 5 - Review Storm Water Management Ordinances <br /> This task includes reviewing and identifying deficiencies in the City's storm water <br /> management ordinances that relate to management of water quality and quantity <br /> control, erosion control, and other storm water management issues. The issues <br /> related to adoption of Atlas 14 will also be reviewed with the city and an approach <br /> will be developed that will allow the City to respond to this change. Any observed <br /> deficiencies will be identified and discussed with the City staff and attorney. If new <br /> ordinance development is needed, it will be included as an implementation component <br /> of the plan and completed at a later time as an additional item to this scope of work. <br /> r <br /> f <br /> Project Understanding / 4 <br />
