AProposal to Provide Professional Services for the Development of the <br /> WSSurface Water Management Plan for the City of Elk River <br /> Work Plan <br /> Based on our understanding of the project, we propose the following work plan. <br /> Provided herein is a scope of services to prepare a Local Surface Water Management <br /> Plan and a Stormwater Pollution Prevention program that meets the requirements of <br /> the MPCA MS4 permit Program. It is the intention of this effort, that when completed, <br /> you will have a city stormwater plan and corresponding MS4 SWPPP document that <br /> are consistent with each other, and that outline a single unified vision, approach, <br /> and implementation plan that will address stormwater concerns and identify future <br /> stormwater management activities that need to be implemented in your community. The <br /> tasks along with a proposed schedule and an estimate of cost to complete the work is <br /> outlined below. <br /> Task 1 - Collect Available Background Information and Interpret <br /> Water Resource Data <br /> This task consists of gathering relevant water resources-related information for the City. <br /> A project kick-off meeting with City staff and communication with agencies will facilitate <br /> collection of this information. We anticipate collecting the following data: <br /> Previously developed SWPPP City parks, trails, and open space plan <br /> information, plans, and annual reports FEMA's floodplain maps and Letters of <br /> Floodplain, bluff, shore land, wetland, Map Amendments <br /> erosion control, and other City City's Comprehensive Land Use Plan <br /> ordinances related to surface water and land use mapping <br /> management, as available. <br /> Water resource-related agreements County Water Plan <br /> National Wetland Inventory mapping <br /> „ Climate and precipitation data (Atlas 14 <br /> + and TP 40) Previous reports or studies related to <br /> storm water management, water quality <br /> Soils information issues, lake level, or other issues, <br /> Groundwater and well information Information related to impaired waters <br /> r List and description of known water within the City <br /> resource problem areas Monitoring and modeling data <br /> Information will also be collected from the following agencies: Minnesota Pollution <br /> Control Agency, appropriate county departments, Minnesota Department of Natural <br /> Resources, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and other <br /> organizations that may be applicable. The information collected will be used to develop <br /> the City's plan, as well as be used to develop a water resource library for the City's <br /> future use and reference. <br /> Yi <br /> The water resource data collected as part of the previous tasks will be analyzed, <br /> interpreted, and summarized in the plan to provide an indication of the present status <br /> and possible trends concerning surface water resources within the City and to assist in <br /> the development of surface water management policies. <br /> Project Understanding / 2 <br />
