AProposal to Provide Professional Services for the Development of the <br /> WSSurface Water Management Plan for the City of Elk River <br /> MOJECT UNDRSTANDING <br /> 4. <br /> VV <br /> It is understood that the City of Elk River has directed staff to develop a Surface <br /> Water Management Plan and update the existing City Stormwater Pollution <br /> Prevention Plan. Based on your RFP, conversations with your staff, and our <br /> experience completing these plans in other communities, we believe the consultant, <br /> planning process and completed plans need to provide Elk River with the following: <br /> A stormwater plan that is consistent with and as much as possible, incorporates <br /> the City's updated SWPPP documents to avoid redundancy and provide a uniform <br /> approach. <br /> The knowledge and ability to enable the submittal of the SWPPP application <br /> for Reauthorization to City staff no later than the November 1 st, so it can be <br /> reviewed and submitted to MPCA by the December 2nd, 2013 deadline that was <br /> established for Elk River. <br /> A thorough review, identification, and documentation of the water resource <br /> management needs, issues and concerns that are present in the community. <br /> A need to develop the City's stormwater land concurrent with the timeline for <br /> submittal of the SWPPP, which is an aggressive schedule. <br /> A need to bring on a consultant with extensive experience and expertise <br /> developing similar plans, knowledge of the most appropriate water resource <br /> management options that can address the unique issues within your community, <br /> and an ability to provide these services in a cost-effective manner. <br /> The work plan outlined in our proposal does include the services you listed in Section <br /> 5 of your Scope of Services along with some additional elements that we feel are <br /> necessary for inclusion into the process.
