Andrea M. Moffatt, PWS <br /> Environmental Planning Et Natural Resources <br /> Group Manager, Principal <br /> Andrea is the head of WSB's Environmental and Natural Resource Group <br /> and has 17 years of experience in project management in this area. Her <br /> experience includes environmental assessment, wetland delineations and <br /> assessment, natural resource management plans, permitting, mitigation <br /> plans, and wind energy projects. She has a thorough understanding of the <br /> State and Federal environmental review process through MEPA and NEPA. <br /> Andrea has extensive experience with state and federal wetland and <br /> stormwater management rules such as the Wetland Conservation Act, <br /> Section 404 of the Clean Water Act, and the NPDES Storm Water Rules. <br /> Education: <br /> SELECTED PROJECT EXPERIENCE Master of Science in Plant <br /> Environmental Assessment and Review Pathology, Minor in Plant Biology, <br /> Andrea has led our environmental review team in preparing, submitting, University of Minnesota, 1998 <br /> and responding to comments for more than 60 EAWs, EAs, and AUARs for Bachelor of Arts in Biology, <br /> residential, commercial/industrial, roadway, and natural resource College of St. Catherine, 1994 <br /> projects through MEPA and NEPA regulations. These projects have <br /> included CSAH 17 and CSAH 116 in Anoka County, CSAH 61 in Hennepin Registrations: <br /> County, Park Cove in Minnetrista, Gateway Area in Edina, UMore Site in Professional Wetland <br /> Rosemount, CSAH 17 in Anoka County, Vesterra Gravel Mine in Scientist #1502 <br /> Rosemount, and dozens more. <br /> Certifications: <br /> In the development and preparation of these documents, Andrea works MnDNR Certified- <br /> closely with her clients, makes solid recommendations to decision- Botanical Surveys <br /> makers, and diligently tracks the environmental review schedule and <br /> follows up on agency comments. Storm Water Pollution <br /> Prevention Plan Design <br /> Natural Resource Inventory and Assessment <br /> Andrea has completed Natural Resources Inventories and Assessments for Certified Wetland <br /> small projects and entire cities. This work included developing a natural Delineator#1034 <br /> resources assessment for a number of communities using Minnesota Land Memberships: <br /> Cover Classification System (MLCCS). She has also completed assessments Society of Wetland Scientists <br /> for individual projects. Andrea used this information and assist cities in <br /> developing policies to protect and manage these resources. Minnesota Wetland <br /> Wetland Delineation, Mitigation Design, and Permitting Professionals Association <br /> Andrea has extensive experience in wetland delineation and mitigation. American Wind <br /> She has delineated hundreds of wetlands in the metro and outstate areas Energy Association <br /> for clients. Many of these projects also included obtaining permits from <br /> local, state, and federal agencies, as well as designing sustainable Women of Wind Energy <br /> wetland mitigation sites.
