D~FINITIO~ - Vehicle means every device in, upon, or by which any person or.property is or may be transported or drawn upon a highway, excepting devices used exclusively upon stationary rails or tracks. Every vehicle parked upon any street with a curb, shall be parked parallel thereto and with the right hand wheels within 12 inches of the curb. On streets without curbs, vehicles shall be parked only to the right of the. travelled portion of the roadway and parallel thereto and in such a man~er so as not to interfere with the flow of traffic. No vehicle shaI1 be parked within the City in any of the following places: aJ ht On a sidewalk. So as to block a public or private driveway. Within an intersection.' Within 10 feet of a fire hydrant. So as to block a crosswalk. In a public alley. At any place where "NO PARKING" signs have been placed by City officers or pursuant to city rules or regulations Upon the shoulders of any trunk hkghway within the City. No vehicle shall be'parked upon any public street .or right-of-way within the City of Champlin between'the hours of 2:00 a.m. and 6:00 a.m- Police shall have the authority to remove or provide for the removal of any vehicle found parked in violation of. this Ordinance or applicable state law, to the nearest convenient garage or place of safety. All towing charges and storage fees shall be paid by the owner of the vehicle. Any person violating any provision of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by'a fine of not more than $700.00 or by imprisonment of not more than 90 days, or both, plus the.costs of prosecution in either case. 4
