Additional Information <br /> Agencies include the MN Public Facilities Authority,MN Department of Natural Resources,U.S. <br /> Environmental Protection Agency,MN Department of Employment and Economic Development <br /> and U.S. Department of Agriculture-Rural Development.We have been successful in securing <br /> federal and state bonding appropriations and other special legislative authorizations for our clients. <br /> We pursue these grant opportunities when appropriate. <br /> One example that demonstrates our proactive approach, success, and working relationship when <br /> securing funding for our municipal clients is the Minnesota Public Facilities Authority(PFA).The <br /> PFA has funding programs for wastewater systems and storm water systems through the Clean <br /> Water Revolving Loan program,Wastewater Infrastructure Fund Grants,Phosphorous Reduction <br /> Grants and Total Maximum Daily Load Grants, all of which are administered <br /> in conjunction with the Minnesota Pollution Control Agency.Bolton&Menk <br /> Bolton&Menk assisted assisted clients in securing over$51 million in funding from the PFA's 2013 <br /> clients in securing over$51 Clean Water and Drinking Water Intended Use Plans. These figures did not <br /> million in funding from the include projects that previously received PFA funding,but were only for <br /> •'s 2013 Clean Water and that fiscal year funding cycle. In 2009,the PFA also received special funding <br /> Drinking Water Intended Use allocations through the American Recovery and Reinvestment Act(ARRA). <br /> Our clients received over one third of the ARRA grant money allocated to the <br /> wastewater and water programs in Minnesota.We have included a funding <br /> experience table in Appendix B of this proposal. <br /> The City of Elk River has already requested placement on the MPCA Project Priority List and the <br /> next step is to apply to the Public Facilities Authority(PFA)to request placement on the Intended <br /> Use Plan.This letter must be submitted to the PFA by June 7,2013.A draft of the letter requesting <br /> placement on the Intended Use Plan is included in the Appendix C of this proposal. <br /> Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 2 <br />
