Over that time period,we have grown our staff and technical expertise to meet the <br /> needs and expectations of our clients.As you review this proposal,you we see that our experience <br /> and capabilities match well with the professional services needed for this project. <br /> At Bolton&Menk, each project is evaluated to determine the staff and expertise required in <br /> relation to the complexity of the work and the completion schedule requested by the client.As a <br /> firm of over 280 highly skilled and motivated employees, our staff size allows us the flexibility to <br /> adjust individual and design team assignments to accommodate priority projects.Accordingly,we <br /> submit this proposal for professional engineering services with full confidence and assurance that <br /> if selected,we can readily meet the needs of the City of Elk River. <br /> Key Personnel <br /> It is Bolton&Menk's intent to staff this project utilizing a team approach,with close coordination <br /> between the client and the team maintained at all times.By using this project team approach,the <br /> City of Elk River will receive the required expertise from the most experienced personnel in each <br /> of the major areas of the project. The project team assembled has an average of over 25 years of <br /> experience in planning and designing wastewater treatment facilities. In addition,our project team <br /> members have long-term relationships and a history with similar projects.This experience will <br /> provide cost savings and an overall better final product. <br /> For this project,Bolton&Menk will employ various subconsultants. Our subconsultant team <br /> will consist of Bill Lehnertz, structural engineering (LS Engineers), Jeff Rapp, architect(Wilkus <br /> Architects),Tom Wentz,mechanical/HVAC Engineering (Wentz Associates), and Sheldon <br /> Sorensen, electrical/controls engineering (Barr Engineering). Bolton&Menk has worked together <br /> successfully with this subconsultant team for the past 20 years. <br /> Bolton&Menk,Inc has an excellent working relationship with the Minnesota Pollution Control <br /> Agency(MPCA)and has worked with the agency on over 50 facilities and permitting projects. Even <br /> though we have a good working relationship with MPCA staff,we will ensure that we will be a <br /> strong advocate for the City of Elk River in our communications with the MPCA.This relationship <br /> allows Bolton&Menk to streamline project delivery for our clients.In addition,we have other <br /> available resources including storm water/water resources engineers; surveying/GIS staff, civil <br /> engineers;construction observers and operations staff, design technicians with AutoCAD, Quick <br /> Pipe,and Microsoft Office resources; security consultants; and financial assistance coordinators. <br /> Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 1 <br />
