Should staff be dedicated to enforcement? Staff would ensure the permit conditions. Staff discussed whether there is a need to require special event <br /> permitting on private property. Concerns include public safety issues, such as traffic/parking <br /> depending on the number of people at a private event, tent inspections, and liability. There was <br /> also a question whether the city is open to liability exposure from inspecting events on private <br /> property. <br /> 2. Fee structure and/or deposit system <br /> Determining proper fee charges are difficult to determine because time spent on different events <br /> can vary and we have treated different applicants differently (see Special Events by Year <br /> attachment). <br /> 3.
