John Uphoff Economic Development Specialist John is an economic development specialist with broad experience , working with communities and organizations to achieve their economic goals. He earned a Bachelor of Arts degree in Planning and Community Development from St. Cloud State University, where he also minored in Economics. John has direct experience in the areas of local economic development, housing, historic preservation, promotion, and marketing. He has served as the project manager on a downtown development initiative and a neighborhood stabilization/communication plan in the historic South Side Neighborhood, both located in St. Cloud. Education: SELECTED EXPERIENCE Bachelor of Arts in Planning 1* Community Development, Clearwater Housing Market Study St. Cloud State University, 2010 John is currently serving as the project manager to lead a housing market study for the City of Clearwater. This study will assess the housing market and provide recommendations for housing needs within the City. St. Cloud Downtown Council John served as the project manager to lead a downtown business expansion initiative. He successfully engaged downtown businesses, citizen groups, and stakeholders to ensure full representation in the plan. South Side University Neighborhood Association (SSUNA) John served as the project manager to collect and analyze data within the historic South Side Neighborhood in St. Cloud. He facilitated a partnership between SSUNA and St. Cloud State University in participation with the Husky Neighbor Program and U-Choose. Federal Housing Program Administration, Central MN Housing Partnership John administered services under the federal Neighborhood Stabilization Program for five cities in central Minnesota.
