A <br /> WSBa proposal to provide professional services for the Elk River comprehensive plan update -. <br /> Legentl - City of Elk River — 171st Avenue AUAR <br /> s rP S-yA- <br /> �' WSB was retained by the City of Elk River to <br /> 17lh A— develop the 171 st Avenue Area Alternative <br /> D11t R-1 <br /> 4 u <br /> P Urban Areawide Review (AUAR). The AUAR was <br /> sPaCe developed in conformance with Minnesota Rules <br /> 3.^ 4410 and guidance from the Environmental Quality <br /> Board. The study area was 253 acres located in the <br /> M1orthstar Commute tM1d I <br /> t \a I stat on t��a .,l'r 8r <br /> southeast portion of Elk River. The study area and <br /> ,,,etp, ► ;; development scenarios were a result of the FAST <br /> 0 <br /> study that the City has completed previously. The <br /> analysis reviewed three difference development <br /> �r <br /> ® e w d scenarios. The main issues were traffic and <br /> transportation, municipal services, and storm water <br /> management. WSB worked closely with City Staff <br /> as well as including public input into the process. A <br /> clear, concise document that met the requirements <br /> of the Minnesota Environmental Policy Act (MEPA), <br /> RD Plant <br /> as well as provided clear direction to the City and <br /> d ss,„qVe developers on mitigation measures was developed. <br /> C.rgill In addition to the AUAR, WSB prepared a feasibility <br /> I IM study for the development of a business park <br /> on City owned property located south of 171 st <br /> Avenue and east of TH 10. They report included <br /> w <br /> Scenario 2&3 iv 1 Figure several roadway alignment options to maximize the <br /> city of Elk o 00 ,000F= A wse s-z development potential of the site. The report also <br /> Ll5'�r' City of Elk River,Minnesota � <br /> included a concept for a multi lane roundabout at the <br /> intersection of 171 st Avenue and Twin Lakes Road. <br /> Along with the proposed street improvements, the <br /> report also included the layout for the extension <br /> of sanitary sewer, watermain and storm sewer to <br /> serve this area. Locations for storm water ponding <br /> and wetland mitigation were also identified.
