A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ..-. <br /> City of Minnetrista - Comprehensive Plan <br /> Up da to <br /> In 2009, WSB and Associates worked with the City <br /> of Minnetrista to assist them with an update to their <br /> Comprehensive Plan, completing the sanitary sewer, water, <br /> transportation, and water resource sections of the Plan. As <br /> - their staff planner at the time, Breanne Rothstein served <br /> _ as the City's project manager for the Comprehensive Plan <br /> ck_ ' Update, coordinating community engagement efforts, <br /> "` , • ensuring compliance with strict Metropolitan Council <br /> requirements for density minimums, and coordinating the <br /> complicated adjacent jurisdictional review in the City. <br /> Minnetrista is committed to implementing their <br /> -_- Comprehensive Plan, so it was crucial that it be based <br /> COMPREHENSIVE in realistic growth projections, reasonable infrastructure <br /> PLAN investments, and practicable land use policies. The <br /> consultant team and city staff used constraints in the <br /> infrastructure system to guide future growth. WSB <br /> contributed to the implementation of the Comprehensive <br /> W, Plan by using projections and land use scenarios to <br /> _ complete a surface water management plan, a sewer rate <br /> study, and a water rate study, which determined rates for <br /> all three services within the community. Also, many of the <br /> transportation improvements specified in the Plan have <br /> come to fruition under the leadership of WSB's municipal <br /> engineering group, serving as a further catalyst for the <br /> realization of the land use plans and policies set forth in <br /> the plan.
