A <br /> WSBa proposal to provide professional services for the Elk River comprehensive plan update ...- - <br /> Bryan Pitman - GIS/Mapping Specialist <br /> Role: Bryan will prepare all necessary maps to incorporate <br /> into the Comprehensive Plan Update. He will coordinate with <br /> each team member throughout the update process to ensure <br /> graphic representations are provided in each chapter of the <br /> Plan as necessary. <br /> Bryan has 11 years of GIS experience using ArcGIS, Arclnfo Workstation, ArcView, <br /> ArcGIS Server, and ArcSDE. His experience working with various cities includes <br /> creating and working with data models for utility and fiber data, Lidar data and <br /> spatial/3D visualizations and analysis, creating customized web mapping applications, <br /> base mapping, developing customized tools for ArcGIS Desktop, geodatabase <br /> updates, digitizing and creating datasets, and creating GIS databases. Bryan is <br /> also extremely proficient in configuring map services and creating web mapping <br /> applications based on ArcGIS Server technology developed on the JavaScript API and <br /> the Microsoft Net framework. He has created a customized web mapping application <br /> that includes a redlining tool, a buffer tool, the ability to load and export GIS data <br /> to and from the web map, and generate mailing labels from the web map. He is <br /> also skilled in the conversion of data between AutoCAD and GIS, and has extensive <br /> experience with satellite image analysis using ERDAS Imagine and Esri Spatial <br /> Analysis. Bryan is also knowledgeable in a number of scripting and programming <br /> languages, including C#, ArcObjects, and Avenue. <br /> John Ophoff — Economic Development Specialist <br /> Role: John will collaborate with Kelsey <br /> throughout the update process to ensure <br /> that land use decisions are aligned with <br /> economic viability of the Plan. He will <br /> provide expertise relating future growth <br /> patterns, existing and forecasted economic <br /> growth climate and market constraints, <br /> housing related discussions, and efforts to <br /> maximize land values. <br /> John has more than ten years of experience managing <br /> projects to collect and analyze data, strategically positioning <br /> organizations in both the private and public sector for <br /> stability and growth. He brings exceptional organizational and <br /> communication skills to the project and executes high quality <br /> project delivery and a culture of open and respectful dialog <br /> with staff/EDA, citizens, and community stakeholders.
