A
WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ..-.
Breanne Rothstein, AICP - Land Use and Public Engagement
Role: Breanne will assist Kelsey with updating the Land Use
analysis, as well as the public engagement aspects of this
project.
With extensive experience as a public sector planner, Breanne strives to produce
practical plans and policies that are implementable. This is achieved by engaging
stakeholders early in the process, relying on market-based information, and
working closely with the City. As project manager for the community visioning and
development review process for Woodland Cove from 2010 to 2012, a 1,000-lot
subdivision in Minnetrista, Breanne was responsible for engaging the community, the
Council and Planning Commission, and outside agency representatives to complete
a vision for the developer to implement. She has been involved with many other
community engagement processes and has implemented creative ways to ensure the
result of a planning process reflects the values of the community.
Amanda Prosser, RLA - Parks and Open Space
Planner
Role: Amanda will work closely with the City's
consultants to incorporate the updated Parks
N. and Recreation Plan into the Comprehensive Plan
Update. Amanda will report to Kelsey.
Amanda has served as a project manager for a number of regional,
community, and neighborhood park and trail master plans,
including facilitating the public meetings and presentations that go
along with these types of projects. She brings a graphic design-
based perspective that allows for creative design ideas to be
fully articulated, thus making sure that the public can grasp and
appreciate the nuances of a design outcome.
Refer to the Resumes tab for additional information on the WSB
staff listed above.
Proposed Project Team and Experience / 24
