A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ...- <br /> Ed Youngquist - Surface Water Engineer <br /> Role: Ed will provide expertise relating to the Surface Water <br /> Management portions of the Comprehensive Plan Update. <br /> He will conduct all data analysis and provide forecasting <br /> information relating to surface water management. Ed will <br /> report to Jason and will coordinate with Kelsey throughout <br /> the process to ensure concurrence with the overall plan. <br /> Ed has more than 20 years of civil engineering design experience. He has an <br /> extensive background in grading design, street and utility plans, SWPPP and <br /> MPCA permits, specifications, and construction administration. Ed works directly <br /> with clients to maintain clear and thorough communications for all projects. He is <br /> proficient with stormwater modeling (HydroCAD) and experienced in stormwater <br /> management. Ed has designed numerous stormwater volume reduction projects for <br /> the City of St. Paul. He has also developed an innovative streambank stabilization <br /> method to improve water quality in the Rum River and its tributaries. Ed has <br /> extensive experience working on City of Elk River improvement projects. During his <br /> career, he has worked for consulting firms that have served the City of Elk River and <br /> for a prominent local development firm. Ed's work experience provides him with an <br /> extensive knowledge of the City of Elk River and your design requirements. <br /> Jack Corkle, PTP, AICP — Transportation Planner <br /> Role: Jack will provide expertise relating to the <br /> Transportation portions of the Comprehensive <br /> Plan Update. She will update the basic <br /> information contained in the 2004 Plan and <br /> address other issues as identified by City staff <br /> and the CAC. Jack will ensure that the updated <br /> transportation components will comply with <br /> state and local requirements. <br /> Jack has more than 15 years of experience in a wide variety <br /> of planning and transportation projects. Her areas of expertise <br /> include transportation planning, strategic and policy planning, <br /> and public outreach and coordination. Jack has served as the key <br /> staff person or project manager for a number of transportation <br /> projects throughout Minnesota. Her technical responsibilities on <br /> these projects have included concept/alternative development and <br /> evaluation, policy development and incorporation, performance <br /> measure development, safety evaluation and technical writing. <br /> Having formerly worked for Anoka County, Jack has developed a <br /> big-picture understanding of transportation systems and the skills <br /> necessary to complete detailed analyses to address problems. <br /> Proposed Project Team and Experience / 22 <br />
