A <br /> WSBa proposal to provide professional services for the Elk River comprehensive plan update <br /> Evaluation of Economic Development and Urban Design <br /> Communities with strong economies have the financial resources necessary to <br /> support the services that their residents need and desire. However, sustainable <br /> communities recognize that economic development is not simply about increasing the <br /> financial resources of the community; it is not simply about promoting businesses and <br /> industries that will create more products and deliver more services without regard <br /> ' to the natural and social environments; nor is it simply about increasing the financial <br /> wealth of individuals. Rather, economic development in a sustainable community <br /> is about bringing together social, natural, and economic resources to sustain the <br /> "whole" community. <br /> As part of this task, WSB will work with the PAC <br /> and CAC to update the pertinent sections of the <br /> -" 2004 Comprehensive Plan, Chapter 12 - Community <br /> Development. This involves reviewing and editing data <br /> r related to the market forces to meet the development <br /> objectives of the community, including, but not limited <br /> _`MA— to tax base, jobs, property values, redevelopment <br /> opportunities, and outlining financial tools that may be <br /> used to spur development/redevelopment. These updates <br /> will be reviewed with the Citizen Advisory Committee <br /> and refined as directed. <br /> Evaluation of Intergovernmental Cooperation <br /> The adage, "the whole is greater than the sum of its parts," speaks to the value of <br /> intergovernmental cooperation. Elk River is an integral part of a broader region that <br /> includes neighboring and overlapping jurisdictions. Many issues that affect Elk River <br /> also affect other governments in the region. By cooperating with each other, all <br /> units of government and overlapping jurisdictions can benefit. In this task, WSB will <br /> t summarize the overarching intergovernmental cooperation issues and opportunities <br /> and will provide a vision statement, goals, objectives, and policies for enhancing <br /> intergovernmental cooperation. These updates will be reviewed with the Citizen <br /> Advisory Committee and refined as directed. <br /> Short- and Long-Term Goals <br /> The overall comprehensive plan will be guide to help the City of Elk River <br /> preserve what it values, enhance what it feels needs to be improved, and <br /> create what it desires. The Plan is a general, long-term plan that analyzes <br /> existing conditions and trends. It identifies where the City has been, where <br /> the City currently is, and where the City seems to be heading. But more <br /> importantly, it will identify the City's vision for where the City wants to be. <br /> Each chapter will outline goals, objectives, policies, and plans to guide the <br /> City in where it wants to be. As part of this process, WSB will analyze and <br /> provide an illustration of potential short and long-term impacts of the plan on <br /> the community. <br /> Project Approach / 16 <br />
