A <br /> WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ..- <br /> Implementation/Action Steps <br /> It is likely that the Plan will present numerous implementation policies as part <br /> of the "short-/long-term goals" as listed on the previous page. Because of the <br /> comprehensiveness of the policies and the City's limited resources, WSB will <br /> provide a realistic approach to implementing the priorities of the Plan. WSB can <br /> provide a detailed analysis of the priorities presented, and typically will do so in five <br /> s timeframes: <br /> Priority 1 = Immediate (2014) <br /> Priority 2 = Short Term (2015-2017) <br /> Priority 3 = Mid Term (2018-2022) <br /> Priority 4 = Long Range (2023-2033) <br /> Priority 5 = Future Considerations (2034+) <br /> A list of responsible entities will be generated (i.e., City Council, Planning <br /> Commission, Housing Authority, Utility Commission, etc.). Each implementation item <br /> will be listed first by priority, and then by category (i.e., Land Use, Transportation, <br /> Infrastructure, etc.) and will the responsible entity allocated to complete that <br /> implementation item will be identified. See the example below: <br /> Example: Priority 3 — Mid Term (2015-2017) <br /> Element Implementation Item Responsible <br /> Entities <br /> Land Use Initiate preparation of a small area plan CS, PC, CC <br /> study for the Main Street area. <br /> Transportation Initiate preparation of a study for the Main CS, PC, CC <br /> Street and US 169 intersection. <br /> Ag., Natural, and Initiate preparation of a detailed natural CS, PC, CC <br /> Cultural Resources resources plan. <br /> The City can use the implementation charts as presented in the <br /> Comprehensive Plan as a tool for measuring progress. City staff <br /> can simply highlight or place check marks next to policies as <br /> they are addressed. The City may also want to develop a set of <br /> _'- indicators to help measure the progress of the Plan. Examples <br /> of indicators include the unemployment rate, median household <br /> income, community survey results, and other indicators that can <br /> help measure progress toward the goals of the Plan. <br /> f> ' In addition to this tool, the City can use various tools to achieve <br /> Ids* the vision, goals, objectives, and policies of the Plan; however, <br /> the most common tools are regulatory.
